Village Hall Office Hours

The Village Hall is open Monday through Friday, 8:00 a.m. - 4:00 p.m. and contacted at 815-947-2515. The Village recognizes standard holidays and any closings will be posted at the Village Hall. A drop box is available for after-hours, holidays and weekends.

Board Meetings

Village Board meetings are held the second Tuesday of every month at 7:00 p.m. at the Village Hall.

Committee of the Whole Meetings

The Village Committee of the Whole meets on the fourth Tuesday of every month at 6:00 p.m. at the Village Hall.

Water/Sewer/Garbage Service

The Village of Stockton provides Water, Sewer, and Garbage service for residents. When moving into the Village of Stockton, an Application for Utility Service is to be completed and submitted along with a $150 deposit for Water/Sewer/Garbage service.

If you are moving out of any residence, you are required to fill out a Termination of Service form for the Water/Sewer/Garbage and give to the Water Department to prepare a final reading of the water meter.

Water/sewer/garbage bills are payable in full by the 15th of each month. Penalty charges are added to those fees not paid in full by this date. You can pay in person, mail your payment, or drop it in the drop at the Village Hall. Residents can also pay water/sewer/garbage bills at Citizen’s State Bank, Illinois Bank and Trust, by Automatic Debit Payment, or online at GovPayNow.com.

Information about Municipal Electric Aggregation

The Residents and Small Businesses in the Village of Stockton are able to get a community electrical rate of $0.08170 per kwhr starting June 2023. The Village of Stockton has locked in this rate until June 2026. If anyone wants to join the Community Program after June 2023, they can call: Energy Harbor at 1-888-254-6359. Sump Pumps Discharging into Sanitary Sewer is Illegal

Please be advised that it is illegal (pursuant to Illinois plumbing code section 890.200.b) to connect sump pump discharge to the sanitary sewer lines. The property owner shall be responsible for maintenance of the plumbing system. No groundwater, roof drainage, discharges from footing tile drains or other storm water wastes shall be discharged into the sanitary drainage system.

Garbage Pick-up

Garbage pick-up is on Thursday and has an unlimited pick-up policy. NOTE: Pick-up is delayed one day on all major holidays that fall on a week day.

Recycling

The Village of Stockton has a mandatory recycling program in conjunction with garbage pick-up Thursday mornings. Each residence is provided with a recycle bin for this service. Bins are property of the residence and not the resident, and must remain at that property. A recycling outline is available at the Village Hall.

To safely dispose of any old medications, please take them to the receptacle located outside the police station.

Yard and Garden Waste

The Village of Stockton will allow residents to dispose their yard and garden waste at the Village’s property located off of East Stockton and Curtiss Road. Dates and times are posted by the Village when the property is open to Stockton residents.

Lawn Clippings

Lawn clippings are not to be mowed into the street as it blocks the storm sewer catch basins. Notices will be mailed to those who violate this request.

Open Burning Prohibited with Exceptions

Exceptions:

  • Yard Waste: Open burning of dry natural yard waste shall be permitted only during specific 10 day periods in the Spring and Fall annually as determined by the Board of Trustees, Notice of such periods shall be published two weeks in advance on the village website, on utility billing, and in local papers.
  • Recreational Fires: Outdoor fireplaces, fire pits, rings or cages and/or other devices designed for recreational purposes only shall be permissible subject to the safety guidelines detailed by Village of Stockton Ordinance.

Golf Carts

Golf Carts can be operated on Village streets only after completing a Golf Cart Permit Application, Golf Cart Inspection Form, and Golf Cart Release of Liability Form along with the annual $50 fee to the Stockton Police Department. For specific requirements refer to Village ordinance, or call the Village Hall or Police.

UTV's

Utility vehicles can be operated on Village streets only after completing a UTV Permit Application, UTV Inspection Form, and UTV Release of Liability Form along with the annual $50 fee to the Stockton Police Department. For specific requirements refer to Village ordinance, or call the Village Hall or Police.

Snow Ordinance

Streets: It is unlawful to park or allow a vehicle to remain parked or to stand on any public street in the village after a snowfall has occurred and so as to interfere with snow removal.

Sidewalks: Sidewalks shall be cleaned off and made perfectly safe for public travel within 24 hours after the cessation of the storm. If any owner or occupant fails to comply, then the public works department may at once proceed to have the sidewalk cleaned and/or made safe at charge $75 per cleaning.

Time Limit Parking

Except on Sundays and holidays, it is unlawful to park any vehicle for more than the time designated in any consecutive period of time between the hours of 7:00 a.m. – 5:00 p.m. Monday – Friday or between 7:00 a.m. – 9:00 p.m. on Friday and Saturdays.

It is unlawful to park on any street in the Village for any consecutive period of more than 24 hours.

It is unlawful to park on Main Street from Queen Street to Benton Street and on Front Street from Hudson Street to Pearl Street between the hours of 2:00 a.m. – 5:00 a.m. on any day.

Public Parking Lots

Public parking is available in the parking lot adjacent to Casey’s on North Main Street, the Ambulance Building parking lot on Queen Avenue, and additional lots downtown on Front Street, one behind the Fire Station and another across from the Fire Station.

Building Permits

The Village has adopted the National BOCA codes, and inspections are required as per these and state codes and a Building Permit Application are required. Accessory Structure Permit Applications are required for constructing utility sheds, additions, garages, houses, and decks. Permits are not needed for re-roofing or residing a building. Forms are available at the Village Hall, and forms and fees must be submitted and approved by the Zoning Administrator before construction may commence.

Sidewalk Replacement Program

The Village of Stockton supports a Sidewalk Replacement Program for property owners. The Village will reimburse the property owner 50% of the lowest estimate (2 estimates required) to replace the public sidewalk as funds are available. The sidewalk replacement must be pre-approved by the Street Superintendent and spec followed to qualify for reimbursement.

Paint Reimbursement Program

The Paint Reimbursement Program is available to property owners located within the Village of Stockton for the reimbursement of up to $250 for the cost of paint used on the exterior of the home or business as funds are available. The application must be pre-approved in and the paint must be purchased from a retailer in Village. Questions should be directed to the Village Hall at 815-947-2515.

Tree Replacement

Stockton participates in the Tree City USA program sponsored by The National Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service. Trees are made available to be planted in the terrace of properties.
